A message dated September 1, 2006, was received stating the                                         
Governor has read the following resolution August 30 and has                                        
transmitted the engrossed and enrolled copies to the Lieutenant                                     
Governor's office for permanent filing:                                                             
                                                                                                    
      CS FOR HOUSE JOINT RESOLUTION NO. 36(HES)                                                     
      Urging the United States Congress to support the granting of                                  
      official Observer Status to the Republic of China at the World                                
      Health Assembly Annual Conference to be held at Geneva,
